The Center describes three kinds of work: reading programs for children, support for Louisiana writers and publishers, and public author programs, especially at the Book Festival and during history and poetry months. It also says the Center takes part in the National Book Festival. That is a year-round literary office inside a state library, with one large free Saturday as the flagship. The October 31 date on the library homepage is the date to plan around, subject to whatever the festival site posts next.
WordShops are the piece that is not free. The festival site says registration is open for Friday, October 30 classes taught by published authors, that space is limited, and that a discount applies if someone registers for more than one. The Saturday festival is the free public day. Mixing those up would make a visitor miss either a workshop or the open campus of events.
